Drugs and violence in the border between Mexico and the United States
In recent years, the border between Mexico and the USA, has been dramatically impacted by the war which was started by the government of Mexico. A consequence of the impact of this terrible war is that the border city of Juarez was considered internationally “the most violent city in the world” as of 2010. The casualties of this violence amount to over 12,000 deaths of innocent civilians, among them, American citizens, policemen, and members of the Drug Cartels who are fighting over the control of one of the most important corridors of drugs into the United States. Further examples of victims are members of the American Consulate in Juarez, an ICE agent, as well as students from high schools and the University of Texas at El Paso among others.
Nevertheless, in spite of the increase of violence and the consumption of drugs in the border, legal and illegal, in both sides of Mexico and the USA; the governments of Mexico and the United States have neglected the border and have neither implemented an integral prevention program to reduce the demand of drugs nor programs to assist the cross border citizens to avoid the violence that permeates the border cities. Consequently, the Creation of the Binational Center for Addictions Information, Education and Prevention (BCAEP), has as its main goal “to create programs and strategies for information, prevention and education that target and tackle the problem”. Programs are addressed particularly to the Latino population of both sides of the border, one of the most affected and vulnerable populations to drugs and the violence in the binational border.
The aforementioned binational program by BCAEP, will conduct academic and field research on the use of drugs and violence in the border cities in order to make available reliable information on the above topics and to have a database that can be used to improve the quality and creation of existing prevention, education and rehabilitation programs geared toward the Latino population in our binational community. Also, this information can be made available to the governments of Mexico and the USA so that they may use it to create programs or public policies to reduce the demand of drugs among this population, information that is suitable to their cultural needs. The BCAEP will have offices in both sides of the border (USA-Mexico) and will also be composed of a Binational Executive and Consulting Committee in order to better implement its programs at a binational level.
